Do tetra fish shed their skin?

I have 1 tetra fish that i bought about 4 months ago, i woke up today and theres a clearish white puddle on the bottom of the fishtank. my mom said i feed him too much and he got too big and shed his skin, could this be true? I'm not sure what else that glob of white stuff would be that could just appear overnight.
